My temp. limitation is about 15 degrees depending on the wind chill. Seriously the NEC is silent on this issue.

What type of NM cable? If its NMB "romex" like you use indoors it is not listed to be used outside even if it is in conduit.

Burr!!! If you have to work in that kind of weather,and your concerned about the wire.... keep your spools in something warm.....blow a heater on it...or if it was me...Id be blowing the heater on "ME" and the heck with the NM

I don't think he is running it outdoors. Homes under construction are not usually heated.
