Am I correct in assuming that the receptacle required for heating, air-conditioning and refrigeration equipment (210.63) does not apply to roof exhaust fans, since ventilation is not mentioned?
 
I would say that you are correct.

210.63 Only talks about heating, air-conditioning, and refrigeration equipment.
