To me this looks like a piece of LFMC going into the disconnect switch. What does look like it's going through at the roof? Also looks like it's full of tar.

You mean pitch pocket as I said. A pitch pocket would be a square sheet metal fabrication that is flashed below the roofing material. GRS is brought up through a hole in the roof through the center of the pitch pocket which is filled with hot pitch (tar). There should be ample room around the GRS for an amount of tar around the GRS in the pitch pocket for the tar to allow the GRS to move slightly without breaking the seal.

I can't believe that they poured hot tar around LFMC. That's just roofing cement.

So a pitch pocket would also include the roof penetration obviously. Then the electrician would not need to penetrate the roof which I'm sure they want to avoid anyway due to warranties, leaking etc.
 
On a separate note these units are being replaced with new. The feed is to be disconnected and reconnected to the new unit.

I'm thinking the following is involved.
1. Two men, one to disconnect the OCPD at the panel and one to disconnect the feed at the unit but now that I think about it I wonder if the disconnect needs to be saved and reused or new unit would have factory mounted disconnect. Guess that's important.

It certainly is.
It’s been a long time since I worked on roof top units. IDK how common factory disconnects are now.

It's a very mixed bag. Even if the basis of design has disconnect, the HVAC guys will often make substitutions that may not have them.

And then there is the whole SCCR thing and if fuses are needed or not.

We usually try to spec. having the electrical come up through the roof curb of the unit if possible, but that often depends on the unit.

What exactly is the roof curb? Like an actual sidewalk type of curb? Any pics?
 
RSC with a coupling transfer to LMC.

Usually a pitch pocket is used with an asphalt roof. With the newer rubber roofs they usually don't use pitch pockets they just seal the roofing material to the pipe.
 
They may not use a pitch pocket, but they would still use some type of roof flashing, unless they are total hacks. Maybe something like this;

Opps, that one is actually for metal roofs, but they have similar ones for EPDM roofs.

Had one like that which leaked water directly below into a three phase starter that blow up..Told the owner that he must get a qualified roofer out to install a pitch pocket or other long time sealing means ASAP. Less then 6 months later the replacement starter blow up from water intrusion. The wall where starter was was filed with panels & other starters and they did not want me to relocate the starter 30' away .After that they had a roofer install a 4 or 6" high pitch pocket.
