I am using a Single phase to Three Phase Rotary converter to Test different equipment's operational integrity. But the output has a high leg. How can I balance that three phase 220 volt output? I don't want to damage any sensitive electronics. Would a transformer be the answer?

If the equipment uses any 120V loads in it, you need to make sure the manufactured leg doesn't go on the 120V part. Other then that, the mfg leg doesn't effect 3ph loads.

A high-leg delta is a 3ph, 240v delta and a 1ph, 120/240v supply superimposed on one another.

Yes, you would need a 3ph, 240D to 208Y/120 transformer to obtain 208Y/120 as a wye source.

If the neutral is not involved, you're okay with the 240D if it's suitable. It will not be symmetrical.
