I am installing a 40hp rotary phase converter to supply a single motor load, that is with in sight of (+/- 30') the phase converter and has an integral lockable disconnecting means. Do I need a disconnecting means at the load side of the phase conveter or is the line side disconnecting means adequate?

IMHO, the disconnect on the line side of the phase converter can be used as the motor disconnecting means provided that it is with in sight of the motor and meets all the other requirements of Part IX of Article 430.
