rotted out single gang in concrete wall...

So like the title says - I have a rotted out steel single gang set in a poured concrete wall - I need to replace the GFI in it, but no way to do this as everything is shot. - My question is can I set a 10" by 10" Hoffman over this existing box - chase through to get the conductors into my new Hoffman and cut a GFI recep into the face of the Hoffman box?? Then an in use cover over that - if not - what are my code restrictions -

You could, but I wouldn't. I would mount a regular one-gang weatherproof box, plastic or metal, with mounting ears over the opening, well caulked on top and both sides, and wires through a chase nipple screwed into the back threaded knockout, or a short piece of UF cable through a cable camp if you prefer.

Chasing out of the back of your hoffman box would be violation as you would not be able to access the wiring in the rotted out box. IE no way to pull wires in or out of the rotted out box from the conduits that feed it
