roughing inspections,NJ

I've done a lot of commercial work as a journeyman,and inspections werent really an issue. now that I'm doing residential on my own,here's the questions.Do you make your device box splices complete or leave the wires unslpiced? Sounds silly but because I would want to splice and complete as much as I can,but you here some stories about inspectors. Any suggestions or comments would be appreciated.

I have worked for bosses that have done it both ways and I dont remember it ever being an issue. I always make my splices up just to save time on the finish tho. It enables me to push the wires back further in the box to avoid the dreaded killer "roto zip".

The only issue I have come up against is with grounds not being made up on a rough in.This came about because stucco crews seemed to want to fill exterior boxes slap full of mud and we started to leave 2 ft leads of nm hanging out the box to find them after.The inspector sited grounds not made up so we started to strip the gound wires make them up the go on.As far as the rest of the premisis wiring,why would you not make up all joints on the rough in ????That sounds like a recipie for trouble.

The only splices that are required, to my knowledge, would be your grounds(barring any MWBCs).

There is no requirement to "pigtail" the grounded/ungrounded conductors.

"Would like to" and "required" are two different animals.
As there is no requirement to pigtail, how can he enforce that?
