Rounding up to standard size breaker

I was told today that when I am making a connection to 500 kcmils cu. that the 75-degree column is 380 amps and that rounding up to the next standard breaker size 400 amps is only good when hooking up to a breaker and that when coming in from utility to the line side of meter the wire must meet or exceed the 400amps to 600kcmils cu. and on the load side of the meter to the 400 amp breaker you can use 500kcmils is this correct, Please provide feed back
 
Sounds like you're confusing transformer secondary conductors with service entrance conductors. Transformer secondary conductors cannot use the next size up rule but SEC's can.
