RPBG on a three-wire outlet connected to a two-wire circuit?

jmsokolI've got a 5-15 outlet, in the garage of a house built in the 1920s, that's showing an open ground with a 3-lamp tester.

A NCVT alerts in all three holes, plus on the surface of the plastic cover, plus on the metal surface of the power strip plugged into it.


  • hot to neutral=118.0 V
  • hot to ground=14.2 V
  • neutral to ground=0.5 V to 1.0 V

What's going on here, and will hooking up a 5-15R GFCI outlet wired according to NEC 406.4(D)(2)(b) solve the problems with this wiring, or is a different or additional action required?
