Rubber Gloves and Leather Protectors

Recently relocated from NY to NC. Am now working in a shop, where they don't believe in wearing leather protectors over their 1000V gloves. I have researched ASTM F-696-97, OSHA CFR 1910.335 (a) and NFPA 70-E and can find nothing that makes this practice mandatory. Most of the codes state: may, shall or should. I'm from an electrical family, back to the 40's and not wearing leather "keepers" is unheard of. I've tried to convince my brother electricians that there are other hazards besides puncturing the rubber. Abrasion, chemical contamination, not to mention heat from an Arc Flash. I would appreciate some input on this because setting an example in our shop doesn't seem to be working. Thanks everyone!
