Run wires next to steel siding

This new house has steel siding installed. Typical horizontal 2x4s mounted on the outside of the studs. Is is advisable to run cables along the top of these 2x4s instead of drilling studs? There would be no protection if someone shot another screw in the steel siding sometime. Thanks

I think you answered your own question. I would follow the 1-1/4" rule regardless of whether it's from an inside or outside wall.
