Running conduit on flat roof

Almost every flat roof I have seen has a maze of conduits and HVAC units on it. Does this AHJ have any local amendments limiting conduit on flat roofs? Or is this just something the inspectors Express their opinion about but can't do anything about?

This is only a Los Angeles thing. When you pull a permit that also requires fire department approval, like solar panels, they ask ... "Is this project a flat roof installation with conduits on the roof ?, if yes ... They want a clear path for fire department access maintained. I never questioned it, because it seemed reasonable.
 
My experience with rain tight exposed to sun light won't hold up. And it looks like low bidder crap.

To mount a disconnect to small equipment is a problem unless there is a dedicated place to mount it. Usually not.
Often it will block access to devices that aren't obvious to someone not in hvac. Then there's the long screw problem.
Things like refer coils are usually close to the skin.
Some have mounted disconnects on the control access panel.
This has been a problem long enough that the manufactures should have solved it by now.

Plastic mounting blocks can be stuck to the roof with Joe on asphalt or glue on rubber but wood blocks will fail where I live.
Can you imagine explaining post #10 to a customer if you were the contractor? I mean it says in the install inst. to secure them.
