Running new homeruns

There was a small fire in the utility room in an office building. There wasn't much heat but some smoke damage. When the drywall was removed the wires leaving the panel had some smoke damage right at the panel. I put an accessible junction box and replaced the wires from the panel to the junction box I also replaced the panel. The wires showed no damage at all from heat or smoke. The inspector said all homeruns must be replaced anyway but cant show me in the code book. Is he right. I inspected the wires very carefully. Thanks

This might be a 110.3(A)(4) and 90.4 issue.

I wonder if he is concerned about the possible heating effects on the conductor insulation. Conductors exposed to fire and hot smoke tend to become brittle and cracked over time.

Did you perform an insulation resistance test on the conductors? Maybe you could get engineering approval and assurance that conductors are in safe and operational condition to avoid pulling all new circuits.
