I know it says running threads are not to be used on RMC in the NEC but only at connections at couplings. I have done it field cutting nipples. Is there anywhere else this is discussed in the NEC just having a cub prefabbing for me and he asked the question just want to give him an inf

I don't see where it specifies at connections or couplings

344.28 Reaming and Threading.

All cut ends shall be reamed or otherwise finished to remove rough edges. Where conduit is threaded in the field, a standard cutting die with a 1 in 16 taper (3⁄4 in. taper per foot) shall be used. PVC-coated RMC shall be threaded in accordance with manufacturer's instructions to prevent damage to the exterior coating.
Informational Note No. 1:
See ANSI/ASME B1.20.1-2013, Standard for Pipe Threads, General Purpose (Inch).
Informational Note No. 2:
See NECA 101-2013, Standard for Installing Steel Conduits (RMC, IMC, EMT), for information on threading and clamping methods for RMC and PVC-coated RMC.

I really do not see how you can make running threads with a tapered die.
I can see two tapered ends on a length of pipe so short that they meet in the middle, and I would not call that running threads.

Only the length of the die itself will be tapered when you run long treads. The rest will be straight threads.
