The setup is: 200 Amp meter on pole w/main disconnect. 2 ground rods
one #4 & one #6. Overhead triplex to house, inspector wants 2 #6 ground rods at house. Water service, not able to verify condition of pipe under concrete sidewalk. Panel in house has a 200 A main. Is the second ground rod at the house necessary? Thank You

250.32(A) exception states:

A grounding electrode shall not be required where only a single branch circuit supplies the building or structure and the branch circuit includes an equipment grounding conductor for grounding the conductive non-current-carrying parts of equipment.

Does the overhead feeder consist of 3 or 4 conductors?

Wouldn't this be considered a branch circuit?

Then wouldn't a 4 wire feeder be required?

You somewhat answered your own question :)
"Does the overhead feeder consist of 3 or 4 conductors?

it's is a Feeder, not a branch circuit

Branch Circuit. The circuit conductors between the final overcurrent device protecting the circuit and the outlet(s).

4 wire overhead was brought up in discussion, but inspector stated that he still wanted two ground rods at the house. If 4 wire was used I would have made the house panel a sub panel.

John, 4 wire, 3 wire, none of that matters, 250.32(A) requires grounding electrodes at each structure supplied by a feeder.

Does the disconnect contain overcurrent protection? Many farm service poles around here do not, just a switch. The line(s) leaving are still service conductors if that is the case.

Service or feeder supplied, separate structures still require grounding electrodes for each structure.

Also around here if this disconnect is normally supplied by the POCO the inspectors do not want it treated as if it were the service disconnect because the POCO can change it to non fused or breaker if they wish. We are not on 2008 code yet so it does not really affect 3 wire/ 4wire issue but has come up in past regarding using the POCO disconnect as a service disconnect for mobile home. They want a separate disconnect that the POCO will/can not change to non fused if the one on the pole should need replaced.
