Rv grounding question about something that doesnt seem right

So my uncle is trying to hook up temporary power to an rv in his backyard off a subpanel.

My dad sold him some triplex to use and told him just to drive a ground rod but i have an issue with this because i cant picture in my head how this would work out.

I can see the triplex being protected from line to line and neutral faults but what about a ground fault in the rv would u just be relying on the grounding in the rv to trip the breaker?

My issue is the ground isnt connected to source at a ground rod and i dont see how it could trip this bimetallic strip. Can anyone help me explain i told him i think we need to get pipe and run an egc out to the rv so it will be grounded to source.
 
Assuming a 120/240v RV connection, you need four wires (H H N G); triplex won't qualify for multiple reasons (the first being no 4th conductor, second being I don't think the bare grounding wire is allowed here). If the quanplex/triplex is overhead, it still needs to connect to other wire before dropping to ground level and terminating in a panel or receptacle (I may be wrong about this, but don't think so).
 
If it's 120v, you have enough conductors; if it's 120/240v, you don't.

He was adamant everything here is rigged and all i can do is apply my knowledge to make it as safe as possible as he would have wired it himself and it be much less safe. I ended up running a direct burial wire in the ditch all the way back and connected it to the load centers grounding. Now i have all the conductors without having to use a deadmans ground. Unfortunately whoever was prior to me has bonded this panel when adding a meter socket.
The meter socket is just there so he can read power draw of two rvs he has that family uses.
This whole place is a mess and hopefully it wont harm them in the future. I told him i dont like it but i still live at home with him so any refusal to do something he threatens to kick me out.
