RV Park Site Power, Tap Rules?

Can tap rules be applied to RV park power pedestals with feed-through lugs? My assumption/understanding is a hard "no", because the tap ends at a feedthru lug block and not at a "single OCPD" as specified in code. But I have seen such wiring....200a panel supplying 6 pedestals with 4/0 cable to the first two 50/30/20a pedestals, then 2/0 to the next two, and #2 to the remaining two. I can't find any supporting code for this.

551.74 says the overcurrent protection rules in Article 240. The feeder tap rule in 240.21(B)(4), requires, as you stated, that the tap conductor terminate in a single OCPD with a rating that does not exceed the conductor ampacity.
