RV pedestals

Looking at a set of plans for an RV park. Engineer wants to connect 100 amp rated MLO RV pedestals to a 200 amp feeder by using Polaris connectors in the base of the pedestal for a tap to the lugs.
I guess my first question is is an RV pedestal with breakers in it a panelboard? If so, then it would need a main breaker per 408 rules and tap rules would apply from the feeder tap in the base to the main lugs. He claims an RV pedestal is an outlet and this is allowed.

Assuming the pedestal bus has a rating at least equal to the sum of the OCPDs in the pedestal, I would permit this under the 10' tap rule in 240.21(B)(1).
They are listed to UL 231 which is titled "Power Outlets". That standard provides for the power outlet to be connected to the feeder using a tap conductor.
