230.46 Spliced Conductors.
Service-entrance conductors shall be permitted to be spliced or tapped in accordance with 110.14, 300.5(E), 300.13, and 300.15.

Mike's answer is correct if for SE cable used for services. For SE cable used for branch circuits and feeders, the answer is much the same. Splice in whatever manner you ordinarily splice conductors of that gauge.

Was it prohibited before or just not specifically addressed?

Also worth mentioning the power company can say no splices in service cables.
