The "S" stands for extra hard usage flexible cord. The "O" stands for oil resistant. Single "O" means jacket only is oil resistant; double "O" means jacket and conductor insulation are oil resistant.
 
Just noticed. Shouldn't article 400 and 402 be in chaper 3? Seems to me flexible chord and fixture wires are wiring materials and not equipment.

Not really. Per 400.8(1), it is not allowed as "a substitute for the fixed wiring of a structure"
Therefore, I don't see it as a wiring material.
Same thing for 402 - see 402.11
