210.11 pertains to Branch circuits for lighting and for appliances.
Part (B) refers to the load being evenly proportioned among the branch circuits.
I've got to admit there is lots of wording that could be taken that it is meant for the lighting (va) per Sq foot.
Any one know or care to comment on the meaning of part (B).

I would say it means that you should have a reasonably balanced system. If you are drawing 50 amps through the service, you should have 25 on each leg or phase (I'm assuming a resi single-phase for my example). 30/20 would be acceptable, 25/15 is unreasonable and 40/10 is unacceptable. These numbers should reflect the average amp draws on each leg, and short durations of 'unacceptable' imbalances would not be considered.

210.11 is Branch circuits only. I think what your talking about is covered by article 220.
