Is there a section in the NEC that would govern how close to energised MV cables you can work with motorized mechanical diggers and people using shovels and picks etc., I have a situation where we have an exposed live 13.8kV with no mechanical protection i.e. nonarmoured and the civil guys want to go in and construct forms for foundations and backfill areas where this cable runs, now they have while I was on leave actually poured the blinding concrete for the founds and actually encapsulated part of this cable in the concrete all this was done at night while live, so are there code violations here.

This is not within the scope of the NEC. I would consult the NFPA 70E and OSHA...

I would also consult the Utility company if this is their cable, they would have plenty to say about it.

No kidding!!! We would have a lot to say about it. All we would do is to kill it and reroute it then bill for the work before re-energizing it. :smile:
