Safety around Power Factor Capacitors

I am developing a training course for electrically qualified people in our production facility. I am also advising LOTO policies.
I am looking for suggestions and/or standard practices for dealing with Power Factor Capacitors (PFC). I have been training to convey the importance of checking for (AC and DC) hazardous energy after LOTO.

Is it standard practice/policy to require the use of a grounding probe to ensure that stored energy is dissipated?

Is it standard practice/policy to install disconnects at PFCs?

Yes and Yes to answer your questions, you should also point out which voltage detection devices will indicate the stored energy and which will not. You should be covering the PPE requirements for shock and arc flash protections for doing the volltage checks and discharging the caps and the CAT levels of your test equipmnent required for this type of work.
