Question is there anything in the NEC code book which would give the inspector the power to inspect lock out tag out or should I say rule on it.
basically say if its not done this way shut down the power.

Not in the NEC.

Does not mean he does not have that power. Just that it is not in the NEC.

Rule on what though? That there IS a device installed that is capable of being locked out? Because that IS in the NEC (depending on the application).

Whether or not someone is using it when they should be? That's technically not his specific job, but yes he can make your life miserable if he sees something dangerous taking place, up to and including having the power cut.
