Safety Switch in Fire Pump Room

I have a question and I hope ya'all can help out. I have a warehouse where the fire pump lines come directly from the utility transformer. I have to do some wiring on a bad breaker that feeds the jockey pump which is only 7amps. Problem is, its tapped directly into a 350mcm that comes directly from the pad mount txr with no fuse protection.

Our company policy prohibits us from working anything like this hot, so I have scheduled a shut down with Progress Energy. Here is my question:

I want to install a safety switch on the line side of the jockey pump breaker so if I ever need to do work on this again, I dont have to go through the fiasco of dealing with Progress energy again. Is it legal to put a safety switch before the breaker? Im not putting a safety swtich on the entire pump system, just the jockey pump.

I tried finding this in the code, but could not - do any of you know if this is legal? If so where can I find reference to this in the code?
