If the Salt Point, NY you're asking about is located in Dutchess County, then there is presently no license required. Dutchess County Electrical Contractors Association tried for a few years to get a county license implemented and even got the law passed, but it recently was repealed.

I have a few customers in Salt Point, and a couple of friends live out that way too.
