What are some code requirements for outlets inside a sauna ? What are some things to look out for and is it even legal per NEC?

AFAIK NEC doesn't specifically reference saunas. Doesn't fall under the definition of a bathroom. Depending on how it's used it could be a dry area or a damp area. I don't see any restrictions on installing receptacles, but I think it would be good design practice for them to be GFCI protected.

Hmmm, bare feet, wet floor boards, what could possibly go wrong?

Many saunas are dry saunas. They have lights but I am not sure why one would want a receptacle in there---

IIRC, the two or three commercial/spa saunas I've seen have sealed fixtures, and one might have been set up like what you see for paint booths with the fixtures shining through a window to the interior.
