I am from Texas for anyone here from Texas. Do school districts require contractors and or subs to pay scale pay?? Are there anything on the side financial or requirements when bidding on schools?? I have always heard that when working on schools its required for subs to pay, scale pay.

It will probably depend on the ISD you are working for and the city or county it is in. A quick search on the innerwebs produced this City of Houston doc.

Note that the document you linked to references "state of Texas" requirements. They use survey results or default to the federal Davis-Bacon determinations.

It was in California, written as "Prevailing Wage" so non-union contractors were paying the same for labor.
