Sched 40 PVC beneath concrete slab.

Hi all - Sorry if this is a dumb question, newer inspector here. Can someone please clarify depth requirements for Sched 40 PVC conduit under a patio? NEC table says 6 inches, but does that include the thickness of the concrete? Or do you need to go 6 inches from the top of the soil? So that when the concrete is pouring on top it's a total of 10 inches?
