Schedule 40 PVC in Patient Care Areas

Greetings.. 1st post here. Basically 2 questions. I am about to wire an Emergency Room expansion from the ground up and want to distribute Normal power home runs in PVC under slab. Some of these circuits will supply patient areas. Can I comply with the redundant grounding by installing an additional GC in the conduit ? AND/OR Am I prohibited from using PVC anyway because of 517.13(A) ? Thanks for your time in clarification of this for me.
 
Wiring in a Patient Care area must comply with 517.13 thus a system that is a 250.118 approved ground.
 
Any circuit serving the patient care areas must comply with 517.13(A)

I second that. You could have raceways passing through, above, below, etc. that are not serving patient care circuits and the 'redundant' grounding does not apply. It also does not apply to the feeder supplying the patient care area just the branch circuits supplying equipment within the patient care area.
