If anyone has had experience with this product I would like to ask for some guidance. This was installed many years ago by another EC in my town. I was at a customer's house replacing some outdoor light fixtures. She claimed that one of her light pole fixtures "never" worked. I found a splice that was disconnected, reconnected it and turned on the switch. It just so happened that particular line was short circuited and I ended up blowing a fuse for that circuit inside this transfer panel.

My understanding of transfer panels is that power to individual circuits is fed from the branch circuit breakers in the main panel and transfers over when there's a power outage. Why would I blow a circuit fuse in this panel if the unit was operating properly ? In addition, you can see from the photo that all 10 circuit lights are on in this panel. Is that normal ?

I've downloaded a manual from this website but am not able to figure out this problem :

Any advice would be appreciated.

Thanks in advance.
