I have elementary school building where elevator is being modified. The cab light and receptacles, elevator are all placed on normal non life safety panel.

Is their anything in code that says it needs to be on standby or emergency power?

Not a NEC issue, look into building codes

In NJ, schools come under the jurisdiction of the state Department of Education for some requirements. You might check your state equivalent for any requirements that go above and beyond the building code.
