Schools. Commercial or not when determining general lighting load

Can someone tell me if a schools general lighting load is figured at 100% or 125% per the nec all I can locate is that it's 100% of 3va per square ft?

The NEC does not tell us commecial is 125% or that dwellings are 100%.

We have to determine if our loads are continuous or not.
