Screw Bonding Locknuts

Is there anywhere in the NEC that specifies what side of a 1900 box (or other box) that screw bonding locknut can go on? Ex... I have two locknuts on 3/4" RMC connecting to a 1900 box. Does it matter if I put the screw bonding locknut on the outside of the 1900 box or the inside?

Problem is the screw is preventing them from installing on the inside of the box.....Would it work better in a 2100 box or something deeper? Has anyone come across this?
 
Generally a deeper box would still have the same spacing between the back of the KO and the back of the box. Can the screw be removed and re-installed after the locknut is tightened? If I may ask, why are you using a bonding locknut?
 
Bonding locknut was required by A/E firm that did the design. I work for the owner, and in this case also the installer....I think that even if you took off the screw, the dip in the locknut itself would be too much to screw in.
