Screws in panelboards

Is there any new requirement in the NEC that requires panelboards to have latching hasps instead of screws? (I searched NEC 408, 312, and 314 but didn't find anything about this.)

If so, would an older panelboard have to be upgraded if a new breaker were installed to run a new feeder?

I have a client that asked about this although I've never heard of it.

Thanks for the replies. 110.3 (B):

"Listed or labeled equipment shall be installed and used in accordance with any instructions included in the listing or labeling."

Not quite what I expected, but it does make me wonder if my client ment the panelboard once had hasps that they lost or broke and then replaced with screws.
