Scuttle Hole, No Joists no Problem?

320.23A requires cables run across the top of floor joists be protected by guard strips. In all of our work cables located by the hole are run across the top of the bottom chord of trusses. So, does this apply or not?
 
The bottom chord of a truss is certainly not a joist, but I'm not so sure you're gonna get that past the inspector. Functionally, in that case, they are the same.
 
IMO no. The way the article is written it implies that the cable must be run on the face of the joist for the requirement for running boards to come into play.

Yes......320.23(A) applies
 
I usually run cables away from the hole until I pass 6', then go up and over the bottom chords or joists. No cable runs over any framing within 6' of the scuttle. The wire is cheaper than the time strips would take.
