I'm working on the ground floor in a large concrete building (150k sf 8 floors)with the electric service coming from the roof. I'm installing a step down transformer (480D/ 120/208Y) in a tenant space. The engineer is suggesting we use a ground rod for grounding due to confusion as to where and how far away the main GEC connections are. Is this acceptable as there will be no interconnections with the other systems. There is no steel and building engineers aren't sure where the water main enters the building.

You have to use all electrodes available. Ground rods can be used but if there is metallic pipe then you must run the grounding electrode conductor to it also.
