Wiring a dry-type transformer from a 277/480V panel. Then feeding a 20 circuit panel at 120/240V , this panel is 6' away from the 480V panel. Does the 20 circuit panel fall under 230.90 and require a main breaker.

It does not fall under 230.90 as it is not a "service" panel. It does, however, fall under 408.36 and needs a main.
