Situation.

Control panel has a 25kVA 480 to 240/120 transformer in it.

Is this an SDS requiring a connection to the nearest GE?

The secondary of the transformer will directly feed into a panel board.

Can the GEC be landed on the neutral bus of the panel board?
 
As I see it, you get to both bond the GEC's to each other, as well as ground the neutral to a suitable grounding electrode (IE: convenient I-Beam).

You have a choice as to where to tie in the GEC. If it's at the transformer, you do NOT bond the neutral buss of the panel to the case; if the GEC ties in at that first panel, then you DO bond the case there.

That's how I see it.

Is there anyway that the GE connection can be made through the incoming EGC and be code? I don't see how, but maybe I have missed something.

If you can meet all of the rules for both the primary EGC and the SDS GEC, it is my opinion that you can use a single conductor, however that was changed with the 2011 code to make it clear that you can't use a single concuctor to serve both purposes.
