Inspector is requiring pigtails on receptacles with EMT. Did code change, rest of receptacle in house don't have them.
 
The code only requires "pig-tails" in order to comply with 300.13(B). It has nothing to do with the wiring method/raceway used.
 
As stated pigtails are required for the neutral of a MWBC and of course the EGC if there is one.

Are you asking about a pigtail for the equipment ground? If so are you using self grounding receptacles? If you are installing a receptacle in a recessed box, you are required to use a jumper or a self grounding receptacle per 250.146.
