338.12 does not allow SE cable to be placed in underground conduit. It also does not allow USE cable inside a dwelling. What do you use to go from underground to an inside panel?
SE and USE cable. When going underground from an outside serv to a manufactured home

You use dual rated underground conductor, RHW/USE or something similar.
