no it is not underground service. The service is cable and meter are out side about 4-5 from curb line. Then from socket it goes inside to the panel. I seen some with conduit and some with out. Subject to physical damage is the gray area to me.

As bob stated it will be an authority having jurisdiction call. Around here you never see it with conduit into the building and you never see an se cable riser either.

In some areas, the AHJs consider any exposed wiring that is 7' or less above grade to be subject to physical damage.

As others have said only your local AHJ knows the correct answer for your area.

It is not an issue in my area as the local codes require all above grade service conductors to be in rigid conduit.
