SE cable sheath stripped

Been noticing this a lot on new residential construction work.

PVC out of meter socket down to an LB and through the bond plate into the basement.

SE cable sheath is stripped to accommodate install through the LB and up to the socket but remains for the distance traveling to the panel

There is protection for the cable outside yet less labor and material to get into the panel.

Is this compliant?
 
Yes. All I’ve seen have no clamp and are being approved by all Inspectors in our area.
 
Unlike Romex, SE cable interior conductors are rated (XHHW, THWN) and can be used as a wiring method without the outer jacket.
 
So as long as the conduit and the LB fitting are properly sized for the conductors it’s totally compliant to make this type of install?
 
Seems like where the SE cable enters the PVC conduit run you need a "changeover" fitting, from the cable type wiring method to the individual conductors in conduit wiring method, per 300.12. I.e. a cable clamp.

Wouldn't that Romex clamp need to be bonded if made from metal? A plastic cable gland would probably work, though it would be $$$ at the size needed.
