The rule in 230.9(A) only applies to cables that do not have an outer jacket.

We are not talking about individual conductors, we are talking a cable assembly. Not all cables have an outer jacket. Triplex doesn't.
If you are using the standard SE cable, that has an outer jacket and it is not covered by the rule.

Some rules may also differ depending on whether the SE in question is actually service wire or is protected by OCPD.

Around these parts the SE cable can run within 3' from window just the service drop attachment and splices can not be within 3' of window unless they are above an operating window.
