se conductors in trough

another electrician asked me and I didn't know the answer but knew where to find it:

existing wire trough on commercial building. tapped in to power co supply on trough and nippled to 400 a meter base. came off load side of meter back into trough and nippled back up into 400a disconnect. passed inspection but Ga. Power wouldn't energize, asked electrican to run conduit from meter base to disconnect so that the conductors didn't run back through trough (line to meter base and load from meter base in separate raceways).

The question is, NEC? or poco requirement?

Service conductors cannot use the same raceway as non service conductors, but it seems you just have line and load of the meter. I don't know any nec regulation against that install.
 
I don't know who your local POCO is, but here's a quote from the Information and Requirements book put out by mine:

"3.10 Conductors carrying unmetered energy are not to be located in the same raceway with conductors carrying metered energy."

I know others have similar language. I've always assumed that it was not a safety issue, rather it was a theft of energy issue.
