SE type R 200A feeder? NEC2011

I've been reading the NEC as well as a handful of threads on this forum about using SE type R cable for feeder. I still cant figure out what the verdict is.
I have to move a meter enclosure about 30' away from the house load center as well as upgrading to a 200A load center. In doing so I have added a 200A main disconnect next to the meter enclosure. From the main disconnect (now my ground bonded panel) I am looking to run SE type R to the 200A load center. using 4/0-4/0-4/0-2/0 AL loose in the attic save for 4 feet in raceway to go from the panel into the attic. This city follows NEC2011.

I am looking at table 310.15(B)(7) which makes it seem acceptable but then see references to using the 60c column of table 310.15(B)(16) which makes it seem not ok.
 
Not only are you in a situation where the Code continually changes but the enforcement can vary also so any advice might best be run by your local AHJ.
Under the '11 Code, the 60° rating applies when the SER is installed in insulation. In addition, the provision of 310.15(A)(2) can apply.
Bottom line, in all probably you can safely install the SER on the 200 amp service unless it's in insulation.
