Seal offs

Do empty conduit/seal offs require compound when empty? If so what's a suggested method? I'm not sure why it would need compound vs a plug
 
I would imagine they do. I believe the intention is to keep the explosive atmosphere isolated so I would think a conduit run into a classified area requiring seals would still be required to be filled with compound whether there are conductors inside or not.
 
Are the empty conduits terminated at equipment? If so, then you need to provided a seal. Assuming that the empty conduits are for future use, pouring them makes it much more difficult to use them in the future. If that is the case, I would install the seal using a union, so that the poured seal could easily be replaced when you want to use the conduits. Note, there are restrictions on where fittings, such as unions, can be installed.
If they are not terminated to equipment, I would just put pipe caps on the open ends and not pour the seals.
