seal tight vs non-metalic liquid tight

Was wondering if anyone could help me with knowing when seal tight had to be used instead of non-metalic liquid tight (I understand that of course you always need a ground wire in non-metalic liquid tight)?

So where does the quality factor come to play? Just looking for opinions on this, has anyone come across split carflex? I've heard rumors, but never seen it with my own eyes...
