Sealing Conduits against Water

I'm designing a new 480V switchgear lineup to replace a 40 year old version of same. The new switchgear is to be outside, the old is in the basement. Water level is not known to be a problem in this area but I will of course require that the conduits be sealed against any possibility of them acting like reverse sewage pipes. I know there are myriad compounds that may be used in these pipes to accomplish this. But I was wondering if there is some kind of technology such as Hilti has for fire proofing that could be used. Any suggestions?

Or even a recommendation on the best kind of "goop" that can be used.

I have used it, it works well, and according to polywater is removable.
Its identified by polywater for the application so it meets the code requirement.
What I would not use is duct seal or silicon.
