Sealing conduits/ boxes

Area where I have zero expertise and was asked my opinion.
Contractor has underground conduits with 12kv unspliced cables passing thru some in ground
pull boxes.
He is have a problem with water intrusion into his gear and has not found a suitable compound to stop the problem.
Question 1: Any advice on a seal for the conduits at the gear.

He would like to fill the pull boxes with a compound that would prevent any water entering but could be removed by a method short of a jack-hammer :). Any thoughts ?
Question2 : would it be Code compliant to fill the boxes & if so, what compound would be suitable ?
 
I have seen such an animal at the supply house, but unfortunately, since I had no need for it, I did not get the information. It would seal the opening & could be rather easily removed if need be.
